League Positions

League positions can be broken into the several levels of the League of Women voters: national, state, and local. Our local League has our own city government, county government, and local positions as well as a process for taking League action on local issues.

LWVGP City Government Positions

Peoria City Government position
The following positions are based on study by the League of Women Voters of Greater Peoria and voted on by League members. 
Council-Manager Government
The League of Women Voters of Greater Peoria affirms its support of Council-Manager Government for the City of Peoria.

​The League supports the election of the members elected from districts and a portion of the council members elected at-large on a non-partisan basis with staggered terms.
Home Rule
The League of Women Voters of Greater Peoria supports Home Rule for the City of Peoria as provided for in the Home Rule Section of the 1970 Illinois Constitution (Article 7, Section 6).
Redistricting City Districts
The League of Women Voters of Greater Peoria feels that a good redistricting plan should include:

1. Districts of generally equal population. Variations from average should be no more than 5% with less than 3% being more desirable;

2. Compact and contiguous districts;

3. Districts which would not divide minority population areas unless the above requirement cannot be met without such divisions;

4. Use of major thoroughfares as boundary lines unless the above requirements cannot be met with such lines;

5. Precinct changes only when necessary to meet the above requirements. (Consensus does not relate to precinct changes which may be necessary for other reasons than redistricting.)
The above items are listed in order of importance as expressed by the membership of the LWV of Greater Peoria.

LWVGP County Government Positions

County Board Size
The League of Women Voters of Greater Peoria feels the size of the Peoria County Board should be reduced to 17 or increased to 19 in order to reduce the possibility of a tie vote
Appointed Administrator
The League of Women Voters of Greater Peoria believes the Appointed Administrator form of county government will best meet the needs of Peoria County at this time.
Cooperation and Sharing of Responsibilities
The League of Women Voters of Greater Peoria urges continuing study exploring cooperation and sharing of responsibilities between local governmental units for the purpose of reducing local government costs and providing better services to all the citizens of the area.

LWVGP Local Positions

Water Due Diligence Position
Water is a necessary resource for human life, not a commodity. The most important attributes of a water utility are: transparency; local control of rates and quality among other issues; local governance which is co-located with the water supply and service area; public oversight; high quality service; competitive rates.
 
The LWVGP believes financial analysis of public ownership of a water utility is warranted.

Auditor Referendum Position
​
Our local position for over 20 years has included that the County Auditor is not a policy-making position and should not be elected. Further, with advances in technology and changes in county government structure, we support a "YES" vote on the referendum:

"Shall the elected Office of the Peoria County Auditor be eliminated, effective December 1, 2018, and replaced with a professional County Auditor qualified and appointed by the County Board with a 5-year term during which such appointed County Auditor can only be removed from office for malfeasance or official misconduct?  YES             NO"
​
The preference of the committee is to eliminate the County Auditor position; passing this referendum is a path to that possible outcome.

Process for League Action on Local Issues

Serving the people of Peoria, Tazewell, Woodford and Rock Island Counties in Illinois​.
The League of Women Voters of Greater Peoria encourages informed and active participation in government and works to influence public policy through education and advocacy. Any person, 16 or older,regardless of gender, may join.

The LWV is nonpartisan and neither supports nor opposes candidates for elected office but does act on issues after member study and consensus.
